The Automatic Number Plate Recognition System
Following the decision to allow access by the Metropolitan Police to data from London congestion charge cameras for "national security" purposes, the Home Office "inadvertently" sent to the Liberal Democrats background papers discussing proposals to amend the Data Protection Act 1998 so that all police forces in England and Wales could have similar powers.
The cameras use Automatic Number Plate Recognition technology to link cars with owners' details, and the document warned of a potential public controversy over privacy and a creeping surveillance society.
